ENGR. ESTHER A. OKOUGHA (DIRECTOR ENGINEERING SERVICES)
Born on 25th March, 1958, in Ibadan and hails from Esan Central Local Government of Edo Estate, She had her education at ICC Primary School Oje-Igosun, Ibadan, Oyo State from 1964 – 1969, St Theresa’s College, Oke-Ado, Ibadan from 1970-1974, Auchi Polytechnic, Auchi from 1975-1977. She later proceeded to the University of Ife (now Obafemi Awolowo University) from 1977-1981 where she obtained B.Sc. (Honours) Degree in Civil Engineering and obtained MSc Civil Engineering from the University of Lagos, Akoka from 1991-1992.Engr Esther Okougha is a member of the Nigerian Society of Engineers (NSE) and is registered with Council for the Regulation of Engineering in Nigeria (COREN).
Engr. Esther Okougha was employed, after her youth service, at Federal Ministry of Works, and Housing as a Pupil Civil Engineer in 1982. In the course of her career, she had served in different capacities. She has been involved in Planning, Design, Supervision and Maintenance of Federal Government Projects Nationwide. She served as Member/Zonal Coordinator at the Presidential Committee on Barracks Rehabilitation from 2001 – 2009. She was also officer- in- charge of Owner Occupier Housing Scheme at the office of the Head of Civil Service of the Federation from 2009 to 2011. She was promoted as Deputy Director Structures in 2011 and became the Director Engineering Services Department, Federal Ministry of Lands, Housing and Urban Development (now Federal Ministry of Power, Works and Housing (FMPWH) in 2013 and still serving in that capacity till date. She is the Chairperson, Ministerial Committee on Renewable Energy and Energy Efficiency, FMPW&H.(Housing)
She has attended many Courses, Seminars, Conferences and workshops both in Nigeria and abroad. She has served in various capacities in many Federal governments Task Forces, Presidential Committees and Verification Committees, including the Presidential Committee on Erosion Problems in South East and several Ad hoc Committees. As a result of her excellent works she has received Letters of Commendation.
Her hobbies are reading, travelling and networking. She is blessed with children.
STRUCTURE OF THE ENGINEERING SERVICES DEPARTMENT (HOUSING SECTOR)
The Engineering Services Department consists of four arms of Engineering as the operational Divisions and one unit namely:
The Department has two Directors, fourteen Deputy Directors and staff strength of Nine hundred and fifty eight (958).
STATUTORY FUNCTIONS AND RESPONSIBILITIES OF ENGINEERING SERVICES DEPARTMENT (HOUSING SECTOR)
i. Formulation of Engineering Policies as they relate to Provision of Housing and Public Buildings,
ii. Provision of Infrastructure (Road, Culverts, Drains, water supply, electrical installation and sewage treatment)
iii. Planning, Designing and Development of Engineering Facilities (internal and external) in Housing Development and other Government Projects,
iv. Provision of Engineering Consultancy Services to MDAs,
v. Preparation of Contract Documents for the Procurement of Engineering Facilities,
vi. Supervision of Engineering Construction and Installation Works,
vii. Operations, Maintenance and Rehabilitation of Engineering Facilities,
viii. Guiding Government in the selection and appointment of Engineering Consultants.
ix. Vetting and approval of submissions from Engineering Consultants on Government Projects and Private Sector Operators to ensure conformity to National Standards and Specifications,
x. Monitoring and Evaluation of Government Projects,
xi. Investigation and appraisal of failed or damaged Engineering Facilities/Structures both within and outside the Country,
xii. In-house Training of Engineering Personnel,
xiii. Conducting quality control tests on Engineering Materials,
xiv. Certification of Engineering Works,
xv. Guiding Government in identifying priority areas with respect to Engineering Projects through budgetary proposals,
xvi. Provision of Street Lighting and Electrical Equipment within Federal Government Estates, Public buildings and Institutions,
xvii. Assisting Board of Surveys in MDAs with the Assessment of Plants, Machinery and Equipment,
xviii. Conducting geotechnical and geophysical surveys on engineering works as related to Government Projects,
xix. Assessment/Evaluation of Government vehicles, plants equipment and other Engineering items.
