MR. ESIEN N. ANWAKANG (DIRECTOR PROCUREMENT)
Mr. Esien N. Anwakang was born on 8th January 1958 at Ito in North Western Calabar, Odukpani Local Government Area of Cross River State. He had his primary education in the Presbyterian School, Ito Central where he obtained his First School Leaving Certificate in 1971. Mr. Anwakang attended Aggrey Memorial Secondary School, Arochukwu and obtained the West African School Certificate in 1976.
In 1978, he was admitted into the University of Calabar, Calabar where he graduated with BSc. (Hons) (ed) Geography in 1982. He taught briefly with the Cross River State Post Primary School Management Board in the following schools: Government Secondary School, Akamkpa; Community Secondary School, Ukwa Ibom; Community Secondary School Okuni and Community Secondary School Abanwan Erei. He rose up to Principal Grade II before transferring to the Federal Civil Service in November 1994 as a principal Planning Officer. He worked at the Federal Civil Service Commission (1994 – 1999); Federal Ministry of Interior (1999 – 2009); Federal Ministry of Justice (2009 – April 2014), Federal Ministry of Petroleum Resources (April 2014 – December 2014). He was posted to Federal Ministry of Women Affairs and Social Development as the Director Procurement in December 2014 and in February 2016, he was posted to Federal Ministry of Power, Works and Housing in the same capacity as the Director Procurement, Power Sector. Mr. Esien Anwakang is married to Mrs. Comfort Anwakang and they are blessed with a daughter and a son.
The Procurement Department is made up of two Divisions namely – Capital and Recurrent Divisions. The Capital Division is responsible for the implementation of all Capital Projects that have been appropriated in the Annual Capital Budget, while the Recurrent Division is responsible for the implementation of the Recurrent Budget.
The Department is currently manned by a Substantive Director with Fourteen (14) Professional Staff, Seven (7) Administrative Staff, Six (6) Secretaries and Three (3) Clerical Staff. The Capital and Recurrent Divisions are each headed by a Deputy Director.
The following activities fall within the purview of the Procurement Department:
1. All activities of the Ministerial Tenders Board (MTB) which include tender solicitation, analysis, selection and award of contract for the procurement of goods, works and services within approved threshold for the Ministry’s projects. The Department also carries out supervisory functions and capacity building on the procurement process of TCN and PHCN Successor Companies including the provision of the Secretariat to MTB.
2. The Recurrent Division includes; Stores, Maintenance and Transport Units and is responsible for stocks procurement and disposal, verification, documentation and administration (these functions have been ceded to the Human Resources Management Department).
3. Conducting and Monitoring Price Intelligence activities for both Capital and Recurrent projects including maintenance of database.
4. Superintending strict adherence to all extant regulations and procedures on procurement and contract awards with emphasis on ensuring transparency and accountability in the tendering process; etc.
